Broadband Census Taker (Comcast) says:
I do notice periods of 'congestion' or network slowdown (I run a speed test often) but these speed bumps are actually normal for networks configured as all cable access is...outages do occur, but they are infrequent and the duration is normally of short duration..if they last for hours, and I phone it in, comcast customer service is good about giving a service credit on my monthly bill.
